What is the AER program?
Army Emergency Relief - Crisis Loan Program
What is the purpose of the AER?
Loan, Grant, and both Loan and Grant: -Loan will be repaid at no interest -Grant will not be required to be repaid -Loan and grant combination will be determined based on the situation, SM will be required to repay a certain amount while the remainder will be “granted” or blessed off.
Can AER assist SM’s of the other Services? If so, in what instances could this happen?
Yes, 1) Aid facilities of the applicant’s own Service are not readily available. 2) Referral to the ARC is not feasible. 3) An emergency financial situation exists that warrants assistance. 4) Authority has been obtained from the appropriate Aid Society HQ per other AER publications
Who is eligible to receive AER assistance
Any active duty SM (includes Reserve Component when on AD for more than 30 days), their spouse or orphans, or any medically retired, or spouses whose Soldiers died while serving on AD or who were medically retired
If you identify one of your Soldiers as potentially needing AER assistance, what would you do?
I would first talk to the Soldier to see if they would like to communicate and discuss their hardship (to facilitate a better understanding of the issue) and inform them of the AER and its’ benefits/assistance.
If the Soldier had any doubt they couldn’t handle their situation I would ensure them we would get them the necessary help and everything would be alright.
I would then inform my next line supervisor (or CoC) to initiate the AER process and get the Soldier the help they need.
