- Aged 16+
- Unable to safeguard own well being, their property rights or other interests
- are at risk of harm
- because they are affected by disability, mental disorder, illness or physical or mental infirmity - are more vulnerable to being harmed than others who are not so affected

Council apply -
Assessment order - section 11
Removal orders - section 14
Banning orders - section 19 - bans subject
Banning orders with power of arrest - section 25 - arrest under section 28 - must be reasonable belief will breach order again
