Administration & Management Flashcards
Cost-benefit analysis
Estimates the total monetary value, costs and benefits, of a project; if the ratio of benefits over costs is greater than one, then the monetary benefits of the project outweigh its monetary costs
Cost-effectiveness analysis
Method for selecting among competing projects when resources are limited; ratio = (cost of new strategy - cost of current practice)/(effect of new strategy - effect of current practice), can be used to determine which option is the most cost effective.
Net Present Value
Monetary value of a project, discounted to today’s present value; If net present value of a project is greater than 1, benefit value outweighs cost
Goals Achievement Matrix (GAM)
A project evaluation matrix that includes competing projects in rows and the evaluation criteria in columns
Goals Achievement Matrix (GAM)
A project evaluation matrix that includes competing projects in rows and the evaluation criteria in columns
Linear Programming
Project management method that attempts to find the optimum design solution for a project.
Critical Pathway Method (CPM)
Tool that generates “critical path” through project tasks; longest pathway is the critical path;
Program Evaluation and Review Technique (PERT)
Scheduling method that graphically illustrates the interrelationships of project tasks.
Horizontal/Flat organization
Few/No levels of management;
Pros: provides greater sense of responsibility; can increase efficiency and reduce costs; speeds up communication
Cons: Lack clear sense of direction; generalists rather than deep knowledge; power struggles
Vertical/Hierarchical organization
Every employee is subordinate to someone else within the organization except CEO;
Pros: clear sense of leadership and role, promotional opportunities, creates specialists
Cons: slowed communication; rivalry, can be more costly
Matrix organization
Encourage interdisciplinary approaches; horizontal and vertical chains of command can form with few rules
Strategic plan
A strategic plan is short term, typically five or fewer years, that sets goals, objectives, and policies for reaching the set of objectives.
Role of Planning Commission
Tasked with approving local plans, rezoning, and reviewing development proposals
Role of Board of Zoning Appeals
Hears cases for variances, special exceptions to the zoning ordinance, and appeals of staff’s administration of the zoning ordinance
