What was the legislation that allowed Michaels attacker to be set free?
The year and a day rule. If a victim lived for 366 days after an attack, the offender could not be charged with murder or manslaughter, only GBH or assault.
The offender was let out of prison before Michael’s death.

Started after the murder of Clare Wood at the hands of ex-boyfriend, George Appleton, who had previous convictions of domestic violence.
Started by her father.
Domestic abuse disclosure scheme.
Someone can go to police and request information on their partners criminal record regarding domestic violence.
The role of Michael Brown: Clare’s father.
-Clare made multiple complaints to Greater Manchester police after being harassed and threatened. The police did not act accordingly.
-He worked for 4 years, gathering evidence and organising petitions.
Harper’s law: Individual campaign.
Started by Lissie Harper, Andrew’s wife, after his killing while investigating a robbery.
Harper’s law: prison.
Requires life in prison for those convicted of killing an emergency worker: murder or manslaughter.
