Takes the earliest possible appt based on specific resources. Method used for first available for a specific prov/res and the time of the appt is not as important.

When deciding which pool should be primary, what should you consider?
Primary pool should be the scarest pool. The search method specified for the visit type corresponds to the primary pool.
