CYWG VFR Departures Tower Responsibilities (E.18.2)
TWR must :
* Pass taxi messages for VFR departures (X)
* Restrict VFR traffic to 2500’ ASL or below unless TCU has approved a higher altitude;
* Issue a heading or restriction to ensure VFR aircraft will remain clear of the CYAV control zone prior to being transferred to TCU,
or;
* Point out the aircraft to CYAV TWR and advise TCU, or;
* Coordinate a higher altitude with TCU to ensure the aircraft will remain clear of the CYAV control zone.
TWR/TCU VFR Coordination
E.18.5 TWR and TCU must :
* Transfer control of VFR aircraft prior to the TRA boundary; (X)
* Transfer communications after the control transfer has been acknowledged by the receiving unit; (X)
* Provide a handoff via verbal coordination if a transfer of control cannot be completed;
VFR- If unable to transfer control or provide a handoff to TCU, TWR must:
- Restrict the aircraft to 2500’ ASL;
- Terminate ATS Surveillance service at the TRA boundary;
- Instruct the aircraft to contact TCU for a higher altitude
Utilize the CSiT point out function for VFR aircraft operating at ________
8000 ASL or above not requesting flight following outside the WG TCA. Point
out information will include requested altitude.
It’s best practice to initiate a VFR point out when the aircraft is still at least ________
10-15 NM from the TCA boundary to ensure adequate time for any coordination
TCU must restrict VFR traffic to 3000’/3500’ ASL or above until either:
- TWR has approved a lower altitude; or
- The aircraft is sequenced according to E.7 IFR arrivals.
VFR aircraft with a filed airspeed of _______ must be sequenced to final approach by TCU
160 kts or greater
If unable to transfer control or provide a handoff to TWR, TCU must:
- Ensure aircraft do not descend below 3000’/3500’ ASL and remain outside the TRA;
- Keep the aircraft on TCU frequency;
- Complete the handoff as soon as practical.
AV TWR VFR Responsibilities with TCU
E.11.1 AV TWR shall pass taxi messages, actual departure times, and assigned headings for VFR departures requesting 3000’ ASL and above. (X)
E.11.2 For itinerant VFR aircraft requesting flight within Winnipeg Class C airspace, AV TWR shall assign the following tracks/routes, traffic permitting:
a. For aircraft requesting an outbound track between 220° and 345°, assign heading 345°.
b. For aircraft requesting an outbound track between 150° and 220°, assign heading 150°.
c. On course or as coordinated for all other aircraft.
d. Westbound VFR traffic remaining below the Winnipeg TCA shall be assigned the Oak Hammock Route.
E.11.3 AV TWR shall restrict all outbound VFR traffic to 2500’ ASL or below unless TCU has approved a higher altitude.
When can we climb and turn VFR aircraft departing CYAV?
As soon as they are on our frequency
TCU procedures for VFR aircraft arriving at CYAV
E.11.4 TCU shall restrict inbound VFR traffic to 3000’/3500’ ASL or above unless AV TWR has approved a lower altitude.
E.11.5 AV TWR and WG TCU shall:
a. Point Out traffic that may affect the other unit;
b. Transfer communications as soon as practicable;
c. Deem control transfer to have occurred coincident with communications transfer.
E.11.6 TCU shall:
a. Ensure the runway field is blank, and transfer responsibility of VFR arrivals to AV TWR 10 - 15 miles from the airport; and:
b. Transfer communication after the transfer of responsibility has been acknowledged by AV TWR; or
c. In lieu of a transfer of responsibility, TCU may populate the runway field and sequence VFR arrivals into the arrival
stream under the terms of E.6 (IFR ARRIVALS) of this Arrangement. (X)
E.11.7 If unable to provide a transfer of responsibility to AV TWR, TCU shall:
a. Ensure aircraft do not descend below 3000’/3500’ ASL and remain outside of lateral control zone boundary;
b. Keep the aircraft on WG TCU frequency.
For VFR aircraft that will conduct flight operations in Winnipeg TCA Class C airspace, Southport Tower shall: (2)
a. Obtain and assign transponder codes from NARDS flight plans; or
b. If a code is not available in NARDS, contact Winnipeg ACC. (N)
(code not required if VFR aircraft will not leave the CZ)
Outbound VFR aircraft entering the Winnipeg TCA, will be restricted to ___________ by Southport Tower. Winnipeg TCU may climb the aircraft on initial contact.
2500’ or below. Winnipeg TCU may climb the aircraft on initial contact.
VFR hand-offs for aircraft entering the Southport Control Zone shall be initiated by Winnipeg TCU a minimum of
5 NM from the Control Zone
boundary when practicable and completed prior to the aircraft entering the Control Zone.
For VFR aircraft arriving from the east, we will verbally hand off the aircraft to Southport Tower at ________.
From any other direction, initiate a handoff when __________
