What is step 1 in identifying whether an activity falls under construction?
Project must fall within either:
1. Carrying out any building work
2. Civil Engineering
3. Engineering Construction Work
Following step 1, what activities must there be to be construction work at step 2?
- activities involved with the building, alteration, upkeep, decommissioning, demolition or dismantling of a structure.
- preparation of a site for an intended structure and the preparation of the site or structure for its occupation or use at its conclusion
- assembly or disassembly of prefabricated elements on site to form
or take apart a structure. - removal of a structure or waste from demolition or dismantling of a
structure. - installation, commissioning, maintenance, repair or removal of a
system of services (e.g. heating system, plumbing system) normally fixed to or within a structure rather than an individual component of any such system.
What certain activities are exempt from CDM 2015?
- Site surveys
- Pre-construction archaeological investigations
- Exploration for or extraction of mineral resources
- Preparatory carried out at a place where such exploration or extraction is carried out
What are the roles/duties for clients?
To make sure:
1. Duty holders are appointed in writing
2. Sufficient time & resources are allocated to other duty holders
3. Relevant info is provided & prepared to other duty holders
4. The Principle Designer & Principle Contractor carry out their duties
5. Welfare facilities are provided
What are the duties for domestic clients?
- Normally passed to the contractor on single contractor project or to the Principle Contractor on a project involving 1 or more contractor
- DC can get written agreement w Principle designer to carry out client duties
What are the duties for Designers?
- When prepping or modifying designs; reduce & eliminate risks
- Maintenance & use of building once it’s built
What are the duties for Principle Designers?
- Manage H&S
- Ensure designers carry out duties
- Prepare & provide relevant info to other duty holders
- Liaise w Principle Contractor to help in planning, management & co-ordination of construction phase
When must a commerical client instruct a principle designer & principle contractor
- ASAP
- Before construction starts
A construction project is notifiable to the Health and Safety Executive if the construction
work is expected to:
- Last longer than 30 working days and have more than 20 workers working at the same time at any point on the project
- Exceed 500 person days
