referee
a person who is in charge of a sports game and who makes certain that the rules are followed (usually runs in the field/pitch)
umpire
a person who is present at a sports competition in order to make certain that the rules of that particular game are obeyed and to judge if particular actions are acceptable (usually stays in one place)
