It is the policy of this department to provide for the allocation and deployment of personnel and equipment, when it is determined that situations, such as natural and man-made disasters and civil disturbances, or any other complex incident or emergency will require a major commitment of department, city, county, state and/or federal resources for an extended period of time.
Such incidents may require additional response by units from other area commands.
A structured response protocol is required to control the number of units en route and arriving, provide safe ingress/egress, and accountability of supervisors to control officers once at the incident.

What is Incident Command System (ICS)?
The Incident Command System (ICS) as the standard tool used for command, control, response coordination and overall management of complex incidents, preplanned events and/or emergencies.
This system permits a clear point of control and can be expanded or contracted with ease to escalating or diminishing situations.
What is Unified Command?
Unified Command is a team effort that allows all agencies with jurisdictional responsibility for an incident, either geographical or functional, to participate in the management of an incident.
