AUTHORITY
The Jacksonville Fire and Rescue Department has the authority, with few exceptions, to assume Command of any hazardous material incident. Some exceptions might include
- Marine incidents under the authority of the US Coast Guard
- Incidents on military bases
- Nuclear incidents such as a plane crashes involving nuclear weapons
AUTHORITY

- Immediate need for rescue
- Type of material involved (solid, liquid, or vapor)

- Assess the nature and severity of the problem.
- Gather sufficient information to formulate a valid incident action plan.
Hazard Identification
To help identify the hazard, personnel shall check the following:
- Labels
- Placards
- Markers
- Shipping papers
- Material Safety Data Sheets (MSDS)
- Find and talk to the driver if possible
