What is the responsibility of case officers prior to any METRO unit entry?
Complete research and planning:
- Identifying suspects and associates for full criminal history
- Identifying associated vehicles
- Gathering intelligence on the target location for best avenues of approach, cover/concealment, fences, fortifications, pets, types of windows
- Updated pics of location
- Completing the Operations Plan
- Making copies for involved officers.
What assignments need to be made for a unit entry?
- Entry Team Assignments
- Perimeter officers,
- Chase car(s),
- anines (if needed), and
- Pre-raid surveillance vehicle/officer(s)
When should the MERGE unit be consulted before serving a search warrant?
1) Suspect has access/history of using or possessing firearms
2) has a criminal history of felony violence, assaultive behavior towards police, or they may force a confrontation
3) location is fortified by metal doors/gates or other entry frustrations
4) Other aggravating factors like booby traps, surveillance, vicious dogs, large/complex floor plans, or illegal narcotics labs
5) Case investigated a felony crime of violence and/or crime involving use of firearms
What must be ensured before a METRO entry is completed?
Case officers must gather necessary equipment and conduct a briefing with all involved members, outlining plans and assignments.
What should be conducted after an entry for training purposes?
A de-briefing as soon as practical.
When should outside requests for METRO assistance be made?
At least one day in advance for intelligence gathering and planning.
What must be confirmed if an officer makes a request for METRO assistance?
The officer’s supervisor from the unit or outside agency is aware of the request.
What will be clarified in advance when working with outside personnel?
Responsibilities for report writing, booking of suspects, and booking of evidence.
How should problems with outside personnel be resolved?
Through the on-scene METRO supervisor.
