What should be included in the METRO Daily Summary?

Answer 1

All arrests, drug hotline calls, searches, meetings, and evidence must be documented. The summary will be sent via city email to a list of recipients and the METRO Unit statistical database will be updated daily and divided by team. To be completed daily at EOS.

What are Narcotics Information Reports (NIRs/ 971-Drug tip-line hotline)?

Answer 2

• Community tips to 971-DRUG hotline or METRO office phone
• checked at the end of the work week and NIR completed for each message
• Prepared for the next brefing using NIN, CJIC, CLETS, probation/parole, warrants, and beat…reach out to non-anonymous
• Sgts choose which NIR’s are METRO’s and which go out to other units
• Sgt. keep white copy and keep log of assigned NIRs

What is required for minimum staffing in the METRO Unit?

Answer 3

4 METRO officers and 1 METRO sergeant per team per day, although these levels can be adjusted by command depending on circumstances.

What are the responsibilities of METRO officers as part of the Collateral Response Team (CRT)?

Answer 4

METRO officers must be trained in AR-15 rifles, “Bearcat” rescue vehicle, attend monthly CRT training, complete obstacle courses, and at least 4 officers available for call-back on assigned days.

• On-call Metro sgt. will contact oncall officers…if U/A. reach out ot other METRO Sgt. for more personell
• Upon arrival contact METRO Sgt, or MERGE command post of not available.
• De-brief after CRT.

What procedure should be followed for using the METRO Buy Fund?

METRO Buy Fund is for buying drugs in:
-buy/busts.
-controlled buys
-UC ops
-payment to CIs

Steps:
1) Supervisor Approval
2) “Expenditure of confidential funds” form, with name, amount, and other info, and return the form and any unexpended money to the supervisor.

What are the components of the METRO Ops Plans for pre-planned operations?

Answer 6

Plans include tasks like warrant execution, probation searches, and fugitive apprehensions. Officers must gather investigative background information, have an operations plan approved, and comply with specific DM Sections.

Describe the rules surrounding equipment in the METRO Unit.

Answer 7

Equipment must be kept secure, checked out formally, not loaned without approval, and an inventory is done yearly. Loss or damage is reported immediately.

What guidelines should be followed with informant management?

• Duty Manual L3600,
• CI packet will include biographical data sheet, consent form, department database photo and log sheet
• debrief informants thoroughly,
• maintain professional relationships, and
• CI packet to CRU and DA’s
• Need Unit commander and DDA’s approval approval for DV/sexual assaults/DUI/gun charges for CIs
• Two officers when meeting
• informants never to drive METRO vehicles, enter office, use drugs while under METRO control, or disobey instructions.

What are the limitations on using deception during interrogations?

Officers can allude to evidence they don’t possess but cannot cause an innocent person to confess. Counterfeit documents are prohibited. Deception via props will be documented in report and prop will be marked as such and booked as evidence.

What miscellaneous operational guidelines should METRO officers follow?

The WSIN System must be queried at the start of any investigation, undercover officers must not participate in arrests, and all officers must wear appropriate gear during operations. All SW must be reviewed by a DA.
