Summarise the reason for the EU Strategy for a more effective fight against child abuse 2020. Brussels.
The CoE estimates that 1 in 5 children will be a victim of some form of seual violence - occurring both on and offline. The exponential digital world means that takeling CSAE is a truely global issue. Reports indicate that the EU has become the largest host of CSAM globally. The introduction of endto end encryption has provided perpetrators secure channels, for annonymous access and communication.
The fight against child abuse is a priority for the EU, both the EU Parliment and CoE have called for furtehr concrete action for failing to protect the rights of children to live free from violence.
The aim of this is to provide a framework for developing a strong and comprehemsive response to CSAE both on and offline.
It sets out EIGHT Initiatives in relation to PREVENTION INVESTIGATION AND ASSISTANCE TO VICTIMS.
- Ensure complete implementation of the EU Directive 2011.
Ensure implementation of the current EU directive 2011
Key action:
Member States must finalise the implementation of the
Child Sexual Abuse Directive as a matter of priority. The
Commission will continue to make use of its enforcement
powers under the Treaties
- Ensure EU legislation enables an effective response
Key actions:
Stage 1 - as a matter of priority, the Commission will propose the necessary legislation to ensure that providers of electronic communications services can continue their current VOLUNTARY practices to detect in their
systems child sexual abuse after December 2020.
Stage 2 - by 2021, the Commission will propose the necessary legislation to tackle child sexual abuse online effectively including
REQUIRING relevant online services providers to detect known child sexual abuse material and require them to report that material to public authoritie
- Identify Gaps, best practices and priority actions
Key action:
By the end of 2020 the commision will launch an EXTENSIVE STUDY to identify legislative gaps, best
practices and priority actions at EU level in the fight against child sexual abuse online and offline
- Strengthen Law Enforcement efforts at National and EU level
Specialist units that are trained and properly equipped. ensure LE have access to correct technical capabilities, keeping up to date with technolical developements, use of UConline tactics. Should consider setting up National victim identification teams.

EUROPOL WILL SET UP AN INNOVATION HUB AND LAB and the Commission will provide funding to facilitate the development of national capacities to keep up with technological developments and ensure an effective response of law
enforcement against these crimes
- Enable member States to protect children through prevention
Key action:
The Commission will start to immediately to prepare a scientific approach
PREVENTION NETWORK AT EU LEVEL to facilitate the exchange of best practices and support Member States in putting in place usable, rigorously evaluated and effective prevention measures to
decrease the prevalence of child sexual abuse in the EU
- A European center to prevent and counter child sexual abuse

The Commission will launch immediately a study
to work towards the CREATION OF A EUROPEAN CENTRE to prevent and counter child sexual abuse
- Galvanize industry efforts to ensure protection of children
Key action:
Under the EU Internet Forum, the Commission has launched an EXPERT PROCESS WITH INDUSTRY to map and preliminarily assess, by the end of 2020, POSSIBLE TECHNOLOGICAL SOLUTIONS to detect and report child sexual abuse in end-to-end encrypted electronic communications, and to address regulatory and
operational challenges and opportunities in the fight
against these crimes
- Improve Protection of children globally through cooperation
Key action:
The Commission will continue contributing TO INCREASE GLOBAL STANDARDS for the protection of
children against sexual abuse by promoting multi- stakeholder cooperation through the WePROTECT Global Alliance, and through dedicated funding
