What are CDM Regs?
Construction Design and Management Regulations 2015
The main set of regulations for managing health and safety and welfare of construction projects. The overarching aim is to reduce risk.

Health and safety at work Act - the foundation of all health and safety legislation at work in the UK.

When would you need to notify HSE of accidents at work?
HSE must be notified for most types of incidents in the workplace, including accidents resulting in hospital treatment, death and anything requiring 8 or more days off work.
What is the purpose of CDM?
The reduce risk
Good planning; avoiding, reducing and mitigation from start to finish

Ensure cooperation and coordination of work and people involved in construction
Ensure all necessary information and training is provided and supervision to carry out roles is a way that ensures health and safety

The main duties of a designer under CDM are:
Individual/organisation involved in preparing or modifying designs for construction projects (or instructs others to do so)

Do CDM regs cover soft landscape works?
Not if the project only involves soft works. Horticultural works are not considered construction.
If the soft landscape is part of a project which involved construction then CDM regs would apply.
When do CDM Regs apply?
They apply to all construction projects in the UK.
What were the main changes to the CDM Regs in 2015?
CDM coordinator replaced with principal designer
Domestic clients now included in the Regs
Construction phase plan now required for every project

Who is responsible for health and safety of a project?
During the construction phase, the principal contractor is responsible. Prior to this, it is the principal designer.
How would health and safety files be compiled in complex projects with multiple contracts?
A health and safety file will be compiled for each contract / phase.
When is a project notifiable to HSE?
If a project lasts longer than 30 days and has at least 20 people working on site, or a project has over 500 person days. On commercial projects, it is the client that has to notify HSE (with an F10 form) and this has to be done before work begins.
