3. Regulatory Requirements - 16% Flashcards
Identify the mandatory personal monitoring equipment.
Every licensee who authorizes a person to operate exposure device shall provide:
a) Radiation survey (measure dose rate 20 microsievert and 100mSv/hr) & power level of batteries
b) Dosimeter that has DRD capability (calibrated 12mo period w/in 20%)
c) Dosimeter that alarms @ 5mSv/hr or 2mSv total
Identify where and when survey meters must be used.
No operation shall be conducted unless calibrated & operable survey meter is available & used at each site.
Physical survey shall be made after each radiographic exposure during operation to determine that sealed source has been returned to shielded position.
Physical survey shall be made to determine that sealed source is in its shielded position before storing exposure device. Readings shall be required on a radiation survey report.
Identify the scope of the authority and accessibility of CNSC inspectors.
The objects of the commission are:
a) Regulate the development production and use of nuclear energy production possession and use of nuclear substances prescribed equipment and prescribing information in order to
i) Prevent unreasonable risk to the environment & health and safety of persons
ii) Prevent unreasonable risk to national security
iii) Achieve conformity with measures of controlling international obligations in which Canada has agreed to
b) Disseminate objective scientific, technical and regulatory information to the public concerning the activities
Identify the responsibilities and obligations of operators with respect to regulations.
Every worker shall:
a) use equipment , devices, facilities & clothing for protecting the environment or health & safety of persons or for determining dose of radiation
b) comply with the measures established to protect environment, health & safety of persons, maintain security , control levels & doses of radiation, control release of radioactive substances into environment
c) promptly inform licensee of any situation:
i) increase risk to environment
ii) threat to maintenance of security
iii) a failure to comply
iv) act of sabotage, theft or illegal use
v) release into environment of a quantity of radioactive substance
d) obey & observe all notices & warning signs
e) take all reasonable precautions to ensure workers own safety, safety of others & environment
Identify the results of non-compliance with the regulatory requirements.
.
Identify the dose limits outlined by the regulatory requirements.
NEW 1yr = 50 mSv
NEW 5yr = 100 mSv
Pregnant NEW = 4 mSv
Non-NEW 1 yr = 1 mSv
Identify the regulatory obligations of trainee supervisors.
No CEDO who is supervising trainee in operation of exposure device shall permit trainee to operate device unless trainee has sufficient knowledge to safely operate it.
and
Shall directly supervise & continuously observe while the trainee is operating device
Identify the regulatory obligations of licensees.
Every licensee shall:
a) ensure the presence of sufficient number of qualified workers
b) train the workers
c) take all reasonable precautions to protect the environment and the health & safety of persons and maintain security of nuclear facilities/substances
e) require that every person at the site use equipment, devices, clothing & procedures
f) control release of radioactive substances
g) implement measure for alerting licensee to illegal use or removal of nuclear substance
h) implement measures for alerting licensee to acts of sabotage
i) take all necessary measures to facilitate compliance
j) instruct workers on physical security program
k) keep copy of Act & regs readily available for consultation
Identify regulations governing the preparation of radioactive materials for transportation.
Type A - 20 Ci
Type B - 5000 Ci (withstand certain accident conditions w/ out significant loss of shielding capability**)
Large quantity no limit
- *Must pass:
1) 30ft drop on to hard surface
2) 40” drop into 6” diameter
3) fire of 1475 degrees for 30min
TI - highest dose rate @ 3ft is 5 mR/hr
Labelled on 2 opposite sides w/ warning labels
- what radioactive materials
- dose rates near package
Requires vehicle to have placards - all 4 sides
Cameras must be tied down
Dose rate outside truck should be measured
Transportation checklist must be completed
Shipping papers
License to transport
Identify the regulatory requirements for record keeping.
- Every licensee shall keep a record of each measurement of radiation dose rate & retain for 3yrs after the earlier expiry date
- Shall keep record of:
a) daily output of radiation
b) training received by each worker
c) Inspection, verification, servicing, measurement or test. Description of the actions performed - Record of the training for the period that the worker is employed by the licensee
- Every licensee who transfers equipment shall keep a record of:
a) The date of the transfer
b) License number of the person to whom the equipment was transferred
c) The model and serial number of the equipment
