Any vessel propelled by machinery
What is a Sailing Vessel?

Any vessel under sail provided that propelling machinery, if fitted, is not being used
What is a Vessel Engaged in Fishing?

Any vessel with:
- nets
- lines
- trawls
- other fishing apparatus
which restricts maneuverability, but does not include a vessel fishing with trolling lines or other fishing apparatus which do not restricy maneuverability
What is a Seaplane?

Any aircraft designed to maneuver on the water
What is a vessel Not Under Command?

Through some exceptional circumstance is unable to maneuver as required by the Rules

STARMD

Planned movement
From the nature of her work, is restricted in her ability to maneuver
S - Servicing cables
T - Towing
A - Air Operations
R - Replenishment
M - Mine Clearance
D - Dredging
What is a vessel Constrained by her Draft?
International only
A PDV which, because of her draft in relation to the available depth and width is severely restricted in her ability to deviate.
What is Underway?

A vessel that is not at anchor, or made fast to the shore, or aground
What is Restricted Visibility?

Any condition in which visibility is restricted by:
- fog
- mist
- falling snow
- heavy rainstorms
- sandstorms
What is Wing-In-Ground (WIG)?
Inland & International
An aircraft that can fly closely to the surface by using surface-effect action.

- South Pass

Navigable water of the US shoreward of the navigational demarcation lines
