(a) Vessels upon the inland waters of the U.S., on the Canadian waters of the Great Lakes as long as there is no conflict with Canadian law
(b) Vessels complying with construction and equipment of the Intl. Regulations are in compliance of these Rules
(c) Rules will not interfere with the SECNAV’s special rules for ships of war and vessels under convoy or the Secretary’s rules for fishing vessels engaged in fishing as a fleet
(d) TSS may be established for the purposes of these Rules.
(e) If a ship cannot comply fully, the Secretary will establish guidance to be the closest possible compliance with these Rules. SECNAV will issue certificates of alternative compliance for vessels of the Navy
(f) Secretary may accept a certificate of alternative compliance by a party operating under International Regulations if they are similar to those of the US
(g) Self-propelled vessels >_12m shall have a copy of these Rules
