How are Special Flight Permits obtained
If a special flight permit is needed, assistance and the necessary forms may be obtained from the local FSDO or Designated Airworthiness Representative (DAR)

Factors that affect takeoff and landing Performance
Density altitude, icing, surface wind, runway surface, upslope or downslope runway, and Weight
How does wind affect aircraft performance
During takeoff headwinds cause more airflow to flow around the wings causing it to lift off at a slower ground speed which increases takeoff performance allowing for shorter takeoff roll and increasing the angle of climb
During takeoff tailwinds there is less wind flowing over the camber of the wing which makes it more difficult for the aircraft to reach ground speeds for takeoff, tailwinds cause longer groundrolls and reduced angle of climb
Effects of winds on takeoff are identical to effects of winds on landings
Effects of Weight on takeoff and landing
Increased Gross Weight on takeoff will decrease performance by giving the aircraft higher ground speed at takeoff, Slow Acceleration, More Drag and Ground friction, and longer takeoff roll.
Increased Gross Weight on Landing will decrease performance by requiring the aircraft to have a greater speed to support the aircraft and the landing angle of attack and to keep the lift coefficient resulting in an increased landing distance.
Effect of Increase in Density altitude on takeoff and landing
Increased takeoff roll distance, reduced rate of climb, increased true airspeed on approach and landing, and increased landing rolling distance

Pressure altitude corrected for nonstandard temperature
Effects of Density altitude on performance
Density altitude has a direct effect on lift produced by the wings, power output of the engine, Propeller efficiency, and drag forces
Factors that affect Density altitude
Altitude (The higher the altitude, the less dense the air),
Temperature (The warmer the air, the less dense the air),
Humidity (The higher the humidity the less dense the air is)
