Individualist perspective: The Kaiser build an autocratic , semi-absolutist, centralised government based around him.

Structuralist perspective: Germany was dominated by powerful conservative forces like Junkers, Pressure Groups, Industrialists and Army who were focused in maintaining their interests.

Takes more of a synthesis position, system was too fluid for personal rule to be possible. More positive than Wehler or Rohl about strength of liberal elements at this time
