What is the War Powers Resolution? (1973)

A
  1. The president can send troops into combat as needed
  2. President must make Congress aware of what they’re doing within 48 hours.
  3. After 60 days, if Congress believes troops are no longer needed, send them back home- or can do nothing (“leg. veto”)

  1. House of Reps. vote (majority).
  2. Senate holds trial and votes whether or not to remove the Pres. (2/3 vote). (Johnson, Bill Clinton, Trump x2)

A
