Less children will equal less growth in the future as there will be less future parents to produce more kids.
What are some differences between developed and developing countries
Developed tend to have less children and use more resources as they have the ability to afford those resources, where as developing countries have more children but less money to buy resources with.

It is in the negatives, or very low, signifying as decrease in population sizes or a stagnation.
