Don’t hold your breath. - don’t be too surprised or look forward to something. Ram down the throat - if someone rams their opinions or ideas down your throat, they force you to listen to them and try to make you accept them

They’re cutting corners left and right.
cut corners - lower the cost of doing sth by lowering the quality; left and right - in many different places/areas

Government officials are going through the motions, not caring about the results. All they care about is lining their pockets.
go through the motions - do something perfunctorily, without any enthusiasm or commitment. line your (own) pockets - usually said about a person who either makes money illegally or takes more than is fair or right
I have heard about the cost overruns. Do you think the city will ever recoup the money spent on this project?
cost overrun - cost more than expected. recoup - as in poop; reCOUP; get money back
sell the entire thing as scrap metal
