GENERAL STRIKE
- Petrograd at standstill = 250,000 strikers
- Major factories and shops closed
- No newspapers/public transport
- Cossaks refused to attack strikers
27th February
Duma Committee + Petrograd Soviet Formed:
- 66,000 soldiers mutiny
- Duma sets up 12 man prov govt. committee to takeover
- Army’s high command supports Duma
- Revolutions set up Petrograd Soviet

-Soldiers and workers should agree with prov govt. only if Soviets have consented to that policy
