how did france prepare for the estates general from 1788-1789 (ie what did the king and finance ministers consider)
- it was decided in december 1788 that the third estate should have double representation
- however, they did not decide on voting procedure - a second assembly of notables meeting is held in november 1788 (to advise on the estates general)
what did the paris parlement do in september 1788
- advocated for ideas of equal representation (one vote / estate), which would work against the third estate
- this displayed how the parlements were no longer defenders of liberty and representatives of ordinary people, but were supporting ideas of old regime france
what did mirabeau believe
- an alliance was needed between the king and third estate to agree to resist privilege and strengthen the monarchy

- the drafting of these caused more local enthusiasm and activism toward these causes - much more public
