Often adopted when a country is worried the working population is declining, and old people rising. This may be due to low fertility, emigration and ageing population. This leads to a lack of workforce, economic decline, low tax revenues and higher poverty

Possible policies may include regressive income tax for the more children, generous parental leave, subsidised education and health care for children, grants for each child and paid work, reductions on public services for bigger families. Increased immigration may also solve many issues but this is politically sensitive.

Population policies may also aim to modify the distribution of policies by encouraging internal migration such as the North/South divide, and displacement of populations to reduce the impact of overpopulation.
