A

The appraisal is based on demonstrated performance as it relates to behaviour, knowledge and skills that are important to the job performed by a Toronto Police Service member. In addition, it provides recognition and feedback, as well as identifying training and developmental needs.

Annual Uniform Performance Appraisal

Each member’s appraisal form should be considered a living document and may be adapted from time-to-time to reflect the evolving needs of the member and the Service. The forms include three (3) sections which align with the Annual Performance Appraisal Process outlined below:

  • Section 1: Assessment – This includes assessing the member’s goals (key contributions), development activities and their demonstration of TPS core competencies from the previous twelve (12) months.
  • Section 2: Overall Rating, Workforce Planning, Comments & Acknowledgments – This includes providing an overall rating of the member based on their contributions and competency demonstration. Also in this section, a discussion about the member’s career path occurs, inclusive of their current performance and career aspirations. Comments and signatures are required to signify understanding of the appraisal content and conclude the previous assessment period.
  • Section 3: Future Planning – This includes setting performance and development goals for the member based on unit/division goals as well as training needs/growth opportunities for the member.

Members may respond to their annual appraisal by preparing a TPS 649 within ten (10) days of the appraisal meeting.

When selecting members for training or staff development opportunities, Unit Commanders, where appropriate, should take into consideration a member’s performance, development and career goals as outlined in the current and previous annual appraisals.

Probationary Performance Appraisals

The Service has three (3) probationary performance appraisal forms, they are as follows:

  • TPS 504 Performance Review Document - Probationary/ 4th Class Constable
  • TPS 810 Uniform Performance Appraisal Probationary Sergeant/Detective
  • TPS 986 Performance Review Document Probationary Performance Appraisal - Senior Officer and Civilian

Civilian positions have a qualifying period from six (6) months, one (1) year, or longer, depending on the job classification.

Details, including the length of a qualifying period, is outlined in the member’s employment contract upon hire. Probationary civilians SHALL be appraised on a TPS 986 at the end of the 3rd, 6th, 9th, 12th and 18th months or as applicable for the position.

Reclassifications Constables holding the classification of 3rd and 2nd class are eligible for reclassification to the next higher constable classification after serving
twelve (12) months in their classification. Upon recommendation of a constable’s Unit Commander, the Chief of Police SHALL make a recommendation for reclassification to the Board.

Reclassifications For constables who are eligible for reclassification from 3rd to 2nd class, and 2nd to 1st class, a performance appraisal SHALL be completed by
the assigned supervisory officer two (2) months in advance of the reclassification date. No annual appraisal is required for constables being reclassified. The TPS 987 SHALL be forward to the applicable Staff Superintendent for sign off, once completed the original will be retained in the member’s unit personnel file. Signed deferral packages SHALL be forwarded to Employee Services.

Reclassifications The time spent by constables on light duties for reasons such as pregnancy, sickness, or injury will be considered time served in the rank for reclassification purposes provided they are
performing a policing function which is customarily performed by officers such as alternate response, station duty or divisional analyst.
