A
Legally vulnerable are 1 of the 5 groups mentioned in legislation, LEPRR section 28.
Socially vulnerable are others: Elderly, homeless, path of bushfire ect.
Can also be temporarily vulnerable, intoxicated.

A
Risk is an external danger.
At risk is a state or condition, your level of susceptibility.
