Why + when did Stalin introduce the new constitution
1936
To convince citizens and the rest of the world that the USSR was a ‘free society’
How was the new constitution structured
1) council of ministers (decided by supreme Soviet)
2) the presidium of the supreme Soviet — made up of the Soviet of the union and the Soviet of nationalities
3) Soviet of the union ( elected by the people)
4) the Soviet of the nationalities (represented non Russian people)
What were key features of the constitution
- secret ballots
- elections to the soviets every for years
- candidates for the electrons had to be approved by the communist party
- universal suffrage for everyone over 18
- guaranteed civil liberties (e,g freedom of speech / press etc)
How did the communist party control the constitution
The communist party was the only party to exist in the USSR.
In elections the party candidate would be the only candidate
The real power lay in the communist party
