What was the service required?
Engineer to the Contract
What was the proposal?
1) Attend site, a minimum of once per monthly during construction.
2) Schedule, Chair and minute (including distribution of minutes) monthly PCG meeting during construction. Allow for both site and/or office meetings
3) Prepare issue and record Contract Instructions, variation price requests and variation orders.
4) Certify price variants recommended by the contractor QS and issue variation orders.
5) Certify and issue a monthly Payment Certificate/s. Assess payment schedules
6) Prepare and issue Certificate of Practical Completion following receipt of the Design Consultants Practical Completion recommendation advice and defects list.
7) Ensure all As Built documentation, operation and maintenance manuals and Guarantees are
completed, collated and forwarded to KO
8) Review Final Payment claim. Certify and issue Final Payment Schedule.
9) Confirm that the Main Contractor fulfils their obligations throughout the maintenance period and when those obligations are complied with certifies the payment of the retentions.
10) Prepare and issue Defects Liability certificate
What was the project at Conway Street?
- Demolishing 2 existing buildings
- New build of 6 housing units (3 x 1-bed and 3 x 2-bed)
Including access and driveway for 1 car to each house.
What was the contract used?
NZS 3910:2013
What was the error you identified?
Contractor had claimed 100% for scaffolding on the payment claim
Why was this an error?
I had carried out a site survey about 2 days prior, and noted the progress made and took photographs. There was about 50% of scaffolding up.
What did you do?
I advised both the contractor and the Principal of the overclaim on the scaffolding. This prompted the contractor to revise and re-issue the claim with a reduction in the percentage claimed for the scaffold.
I then submitted my assessment to the ETTC for review.
