Urban Growth Boundary
Regional boundary that limits sprawl by mandating that the area inside the boundary be used for higher density urban development and the area outside be used for low density development like agriculture
Down zoning
Process by which an area of land is rezoned to usage that is less developed and less dense than its previous usage
This is typically done to limit sprawl and overgrowth of cities and to help concentrate areas of development into smaller sections to prevent over zoning a community
Legal basis for enforcing design standards
Legs basis for zoning ordinance amendment is critical to include in a report outlining changes to the zoning ordnance due to specific design criteria for a new large scale retail development
Zoning for the purpose of aesthetics is a valid public purpose and the staff report should reflect any state statutes or other legal basis for putting in place these standards. Whole architecture character and quality of life are relevant in the report, legal basis is the best answer.

Isometric view of the site plan which would allow for a 3D view of the site plan thus providing info for the planning commission to consider
Transfer of development rights
zoning technique used to permanently protect land with conservation value (like farmland, community open space, natural or cultural resources) by redirecting developmetn that would otherwise occur on this land (sending area) to an area planned to accommodate growth and development (receiving area).
Land that’s been severed is permanently protected through conservation easement or a restrictive covenant.
Restrictive covenant
covenant imposing a restriction on the use of the land so that the value and enjoyment of adjoining land will be preserved
