  • no other alternative as secrecy impossible
  • in 1916: required other manufacturers to pay 10% royalty
  • destructive side of patent wars: resourced moved from productive use to patent litigation
  • in 1917: NACA solution: cross-licensing agreement (2 million each in exchange for authorizing patent to general use)
