What is the Papal Bull and when was it issued?
It gave people the right to imprison and punish those they thought to be practicing dark magic, beginning the persecution of witches.
It was issued 1484.

Why was witch-hunting allowed to become so prominent in Germany?
There was no unified German state and a loose confederation. Technically the Imperial Reichstag passed laws but territories rarely followed them (As we see with Bamberg, Trier and Wurzburg)
Why was France able to control the persecution of witches?
They had the most successful state building in the Early Modern Period. Higher courts controlled the smaller courts in the area and all witch cases had to go through the Parliament of Paris
