The Winnipeg / St. Andrews TRA includes:
All Class D Airspace designated as the Winnipeg / St. Andrews CZ
AV TWR shall operate at ________ within the AV TRA.

Arrivals: Full ACID, aircraft type, SSR, departure airport, flight rules;
Departures: Full ACID, aircraft type, SSR, destination airport, flight rules, requested altitude
The preferential IFR runways are:
a. Departures runways 36 and 13;
b. Arrivals runways 31 and 18.
AV Tower shall select the DAR and DDR in accordance with MATS, operational conditions, and the following:
i. Whenever possible, select from preferential runways; and
ii. Whenever possible, select runways to maintain same direction flow with CYWG.
For arrivals on runways 13, 18, 31 and 36, TCU shall ensure that:
i. Aircraft turn final at or outside the RNAV FAWP for the landing runway;
ii. Aircraft maintain 3000’/3500’ ASL until established on final for a visual approach.
