this means that they could be sent back to a plantation and punished unless they were proven to be free
what was the risk of being punished?
running away and being caught meant incredibly harsh punishments would be inevitable.
they could’ve been too afraid for the punishments
why did people stay as they had nothing?
they can’t survive with nothing, so they perhaps stayed as they had a place to live with food, albeit not very good
why did they need money to leave?
sometimes they could be freed if they paid for their freedom, but they just couldn’t earn the money
