*Government will argue they have been given a MANDATE from the people at the General Election.

*they will argue they won the election based on their MANIFESTO pledges and the support of the electorate. This gives them the right to push forward their bills

*EMERGENCY BILLS- Parliament often has to react to events and this can see it pushing forward new legislation to deal with the unforeseen. Eg new anti-terror laws brought in after 7/7 London Bombings
