  • Charles had taken 8 years to visit Scotland which
    showed how far back they were in his priorities
  • Charles had encouraged enforced Arminian style
    leadership, for example the Altar being put at the east
    end of the Church
  • He did not consult the Scottish privy council, parliament
    of the general assembly of the Kirk
  • Chaos ensued Scotland, people trashed cathedrals
  • Charles demanded order be restored, however it was
    clear only an army could deal with the rebellious Scots

Short Parliament 1640

  • In 1640, Charles called the first parliament for 11 years
  • It was traditional to summon a Parliament at the outset
    of war, not only to get subsidies but also for propaganda
    purposes so the nation could join together against the
    enemy
  • However, people were not convinced the King intended
    to restore a working relationship with Parliament
  • Lord Keeper Finch opened the parliament with ‘the king
    did not require their advice, but an immediate vote of
    supplies’
  • Unmoved, the commons discussed their grievances
  • The commons were not prepared to make a new grant
    of money until the question of ship money had been
    discussed.
  • The king dissolved parliament after only three weeks
  • His opportunity to swing the country behind him was lost.
