Static Efficiency
The overall price level in telecoms should not be higher than necessary to meet fair rate of return constraint. Relative prices should be as closely assigned with relative costs as fair rate of return allows.
Dynamic Efficiency
Encouragement of efficient rates of innovation as well as investment in new capital in market to extent that new investment is superior to entry via resale.
