Refers to the planning, organising, implementation and movement of the people and resources.

It refers to the relationship between different sectors of the economy, and the impact these sectors have on each other.
- zimbalist believed that as one sector changes, such as expanding, it has an impact on a second sector, such as cause an expansion, and then a third sector and so on.

- impact from the olympics and World Cup identified is through ticket sales, sponsorships and television rights. etc.
What are the issues of ‘cost overruns’ as presented by Zimbalist.
cost overruns are ubiquitous and most are massive.
- deliberate and deception, its main promoters of hosting are the economic international that stand to gain the most.
- cities and countries can fall behind in their construction schedule due to lots of reasons.
- a lot of the time cost overruns occur during bitting processes, as event organisers lowball the cost estimate in order to obtain government funding and approval.

a bad outcome is likely.
- still question on if restrictions will allow the games to go ahead.
- if Japan is relying a lot on tourism numbers for spectators, they will not get many leaving a negative impact on the economy.

- most events aren’t able to start on time and some have had to cancel or delay the functions.
- some events would have to change the size of the crowd that are allowed.
