What is Cosmopolitanism?
People everywhere count equally - National borders are morally arbitrary meaning vaccine development transcends national boundaries
What is the critique to Cosmopolitanism?
Ignores special obligations to one’s own residents and lack of political will
What is Moderate cosmopolitism?
we have relationships/obligations to particular people/groups and humanity in general
What is Nationalism/Statism?
Governments are required to prioritize their citizen’s needs
What is moderate statism?
We have obligations to citizens and humanity in general
What is the critique to a statist approach?
Ignores duty to save others when one can easily do so with little cost
What is Jecker’s 4 values on vaccine distribution?
1)Helping people with the greatest need
2)reducing health disparities by prioritizing the ones at higher risk
3)saving the most lives
4)Narrow social utility (more weight to immediate utility like doctors)
What is Jecker’s framework?
1) Frontline and essential workers 2) COVID disparity populations: ppl at high risk
-After all these priorities are met, then vaccines will be distributed through a lottery system
What is the Fair Priority for Residents approach?
Governments may retain vaccines for their residents at a socially acceptable risk to maintain a noncrisis level of mortality
What are the ethical justifications for the Fair Priority for Residents approach?
Reciprocal social cooperation, shared political structure and shared values
What is Emanuel et al’s approach to vaccine distribution?
People’s best interests are protected by the government as they have special responsibility for their citizens
What is the flu-risk standard?
Defines non-crisis levels of mortality
What is the Objection against FPR?
Shouldn’t the countries that funded vaccine research be given absolute priority?
Allows richer countries first access/ability to hoard vaccines
What was Canada’s Approach to Vaccines?
-Canada was a major donor to COVAX (worldwide initiative aimed at equitable access to COVID-19 vaccines)
-We signed deals with other vaccine manufacturers, which reduced vaccine availability
What are
Vaccine Passports (Jecker)?
Proof of vaccinations used to restrict unvaccinated people, mostly to restrict domestic and international travel & used for vaccinated people to engage in non-essential activities
