Disputed matters referred to an assembly of men external to the congregation. It has authority to demand obedience to its decisions (Acts 15).
Objection is that Act 15 describes Jerusalem assembly as a presbytery.

Synods and councils may be a help for the rule of faith and practice but are not themselves a rule of faith and practice.

Churches are to handle nothing that is not ecclesiastical and is not to intermeddle with civil affairs of the commonwealth, except in making a humble petition in extraordinary affairs, or if the magistrate seeks advice.
