Soft rock is eroded more than the harder rock, causing a step in the river bed

The water gets greater erosive power as it drops over the step. Which undercuts the harder rock

A plunge pool is carved out by abrasion at the foot of the waterfall.

Undercutting causes collapses. So the waterfall will retreat leaving behind a gorge
