Adhesive Forces are present in water because it is a Polar Molecule, allowing it to cling to other polar surfaces. E.g water on a leaf.

The unbalance of forces acting on surface molecules. The stronger intermolecular bonding of H Bonds in the water means it has high surface tension than most liquids
What causes Surface Tension in water?
The water molecules at the surface have strong cohesive forces, they are more attracted to each other than the air above.
What does Surface Tension allow for?
Allows for water striding animals to walk on water and escape preditors
How is water a Universal Solvent
Many ionic and polar substance can dissolve in water due to its polarity and hydrogen bonding. It cannot dissolve non-polar substances
