The manifestation of disorder (therefore international society seeks to limit and contain war)
How does the international society allow a third nation to join a war?
If it is doing so to enforce international law on behalf of international society

An economic war - Kuwait underpricing oil etc.

One which is designed to bring lib values to a part of the world where they are not present (i.e. GW2 AFG etc)

The require ground troops and in large number (contrary to the RMA).
