What is a Valence Factor?
The relative success or failure of government policies. Voters who vote according to valence factors decide whether they are satisfied or dissatisfied with the government’s performance.
What is Governing Competency
The government is regarded as capable and competent. If the government is viewed as incompetent this will encourage the public to vote for a change.
