-carry a big stick and try to get others to agree it’s a nice stick
Underwrite system to negate balancing and that meets US interests anyway
Gives voice opp to others and keeps them in US-centric regimes
Good if in decline as institutions lock power n
3:OFFSHORE BALANCING
-Let others carry sticks and use yours only when you have to
US needs to scale back
Let BofP manage rising hegemons
Solves hornet nest and chain gang problems and means less target for terrorism
Only intervene if vital interests are threatened
