Define Genital Mutilation
A
As per: Prohibition of Female Genital Mutilation (Scotland) Act 2005
Female Genital Mutilation (FGM) is when:
- a person who performs an action in relation to the whole or any part of the labia majors, labia minora, prepuce of the clitoris, clitoris or vagina of another person is guilty of an offence
- those actions are: excising it, infibulating it, or otherwise mutilating it.
Therefore, offence to;
- carry out FGM on another person
- to aid, abet, counsel, procure or incite another person to carry out FGM
- to aid, abet, counsel, procure or incite someone to carry out FGM on them self
- for any UK resident to commit FGM outside of the UK

A
Crime.
Article 16 of UDHR.
Forced marriage cannot be justified on religious grounds.
One or both parties do not (or cannot) consent to the marriage.
