Second generation: positive right require government action
- 1966 - two treaties approved resulting in:
○ International committee on political and civil rights
○ On economic, social and cultural rights
§ It took a decade for them to have enough ratifications to gain traction
§ 2015 - the first had the ratification of 168 members states and the second with the ratification of 164 members - 1967 - procedure 1235 - ECOSOC resolution
