Parliament passed the Stamp Act to raise revenue to help pay for British troops stationed in America and pay off debt from frenxh and indian war
required a stamp on paper items produced in colonies newspapers and playing cards, legal documents, college diplomas, and lawyer’s licenses

colonists argued that only provincial assemblies had the power to raise taxes (social contract)
british argued virtual represination - each member of parliament represented interests in all englishmen including colonists
