Unit 10 - Policy Responses To Energy Poverty Flashcards
The MDGs
- Eradicate extreme poverty and hunger
- Achieve universal primary education
- Promote gender equality and empower women
- Reduce child mortality
- Improve maternal health
- Combat HIV/AIDS, malaria and other diseases
- Ensure environmental sustainability
- Develop global partnerships for development.
SDG goal 7
Ensure access to affordable, reliable, sustainable, and modern energy for all.
- 1 by 2030
- 2 increase the share of RE in the global energy mix by 2030
- 3 double the global rate of improvement in energy efficiency by 2030
7a enhance int cooperation to facilitate access to clean energy R&D
7b expand infra and upgrade technology for supplying modern and sustainable energy services for all dev countries.
Mechanisms to overcome energy poverty
- SE4All
- CDM
- CIC’s
- technology mechanism - incl. CTCN
National ones:
- rural electrification schemes
- micro-credit schemes
- solar powered telecom
Objectives of SE4All
A. Ensure universal access to modern energy services
B. Double the global rate of improvement in EE
C. Double the share of RE in the global energy mix.
Critisism CDM
- Offsetting mechanism (not reducing their own emissions)
- Inadequate contribution to sustainable development
- Limited additionality
- Limited TT (example only 12% of projects delivered TT in India)
Partly solved by introduction GS
CIC’s details
Set up 2013/2014
Aim of increasing R&D, testing and diffusion of climate relevant innovation for mitigation and adaptation.
Infodev (WB trust fund)
Part of the Climate Technology Program (CTP) which aims to build up the innovative capacity of developing countries for climate friendly technology funded by DFAT, DANIDA, DFID, Norway and WB.
The technology mechanism
Started at COP16 CanCun 2010
Includes setting up the CTCN (Climate technology centre and network): stimulate technology cooperation and to enhance technology development and transfer between Annex 1 and non-annex 1 countries.
Identifies technological needs through TNA’s for example.
The 3 support services of the Technology Mechanism:
- Provide TA to developing countries to enhance transfer of climate technologies
- Provide and share information and knowledge on climate technologies
- Foster collaboration and networking of various stakeholders on climate technologies.
