24% aggravated assaults in 2015
In Illinois of the 941 homocides for which were available :
799: committed with a firearm
Of those 799 with firearm, 728 were committed with a handgun
Who are most affected by gun violence?
- 15-24 year olds are most likely targeted by guns compared to other violence
- teens and young adults more likely to be murdered w/ gun
- most violent gun crime, homicides, occur in cities and urban communities
Major federal gun control laws
- National firearms act 1934
- Gun control act of 1968
- Brady handgun violence prevention act of 1993
- Assault weapons ban of 1994
State laws: concealed carry
Concealed carry: when a person is carrying a weapon, usually firearm, on or in close proximity to their person
-carry firearms for protection and other lawful purposes is legal in 50 states
No issue states
Concealed carry permits are not issued for any private citizen and the concealed carry permits of other stares are not recognized
May issue states
Local authorities (law enforcement agencies) have some discretion and are not required by law to issue permits
Shall issue states
Hve laws permitting concealed carry of firearms once certain criteria are met. Local law enforcement Agencies have no discretion in issuing permit
Unrestricted states
Allow private citizens to carry concealed weapons without a permit
Concealed carry in Illinois
- 2013 Illinois became the last state in nation to adopt a concealed carry law
- now a shall issue state
- firearms are prohibited in a number of places, government buildings, hospitals, nursing homes, banks and schools
Gun control in Chicago
- Chicago passed a ban on handgun ownership in 1982 in response to escalating gun violence
- ban was one of most stringent gun policies in nation
- ban was struck down by supreme court in 2010 (McDonald v Chicago)
Since 2014…
- Chicago residents no longer have to register their firearms with police
- Chicago follows the same concealed carry law as the state of Illinois
- Chicago still have a strict ban on assault weapons
How do ppl get guns illegally?
- juveniles can easily obtain illegal guns. Most carry them for self defense
- study of persons arrested for a wide range of crimes showed that a higher percentage of arrestees than regular citizens own firearms
- surveys of offenders have found that they may steal or borrow guns, most, however acquire guns “off the street” through illicit gun market
What to do to decrease gun violence?
- Universal background checks
- Harsher penalties/ more prosecutions for gun crimes
- Greater focus on how/where individuals get guns illegally
- Gun buyback programs
- Initiatives can focus on the supply and/ or the demand for guns
Self defense
Use of deadly force in defense of person:
A citizen is justified in the use of force which is intended or likely to cause death or great bodily harm only if he/she reasonably believes that such force is necessary to prevent imminent death or great bodily harm to himself or another, or commission of a forcible felony.
